Kill #14, the Juma Soldier, is a bit of a tough call. The scene prior to him going down is Jack firing away, so I think they are leading you to believe that he shot the soldier. The soldier does not get up and follow the rest of the crew so I would have to think he is dead and Bauer gets another kill.
